
Deputy Prime Minister for Reconstruction – Minister for Community and Territorial Development of Ukraine, Oleksii Kuleba, stated in an interview with "Ukrinform" that the number of destroyed objects is showing a terrifying trend.
"At the beginning of 2024, we recorded 280,000 destroyed objects. Now, this number has increased to 330,000. This means that over the past year, this horrifying trend has reached 50,000 objects," the minister said.
Kuleba emphasized that the goal is not just to rebuild what was destroyed but to ensure that every recovery decision and project incorporates meaning, logic, and care for people. In his opinion, digitalization and energy efficiency are key tools for ensuring transparent and effective reconstruction at all stages.
In 2025, Ukraine continues to actively implement energy efficiency measures at the level of territorial communities to reduce energy consumption, save budget funds, and promote sustainable development. Following the Russian invasion and the destruction of energy infrastructure, these initiatives have become especially relevant as they contribute to recovery and ensure energy independence at the local level.
Thermal Modernization of Buildings and Infrastructure
One of the key areas is the thermal modernization of municipal buildings—insulating facades, replacing windows with energy-efficient ones, and upgrading heating systems. These measures significantly reduce energy consumption and save budget funds. According to the Energy Efficiency Fund, over 4,000 buildings were insulated at the local level in 2024, resulting in up to 40% savings on energy costs for public institutions.

Energy efficiency programs at the local level
Local authorities are developing energy saving and energy efficiency programs. More than 100 communities in Ukraine have already implemented local programs that include energy audits of buildings, building insulation, and the transition to renewable energy sources.
Use of Renewable Energy Sources
Communities are actively implementing solar and wind energy projects. According to the Ministry of Energy of Ukraine, in 2024, more than 1,000 solar panels were installed on social infrastructure facilities in communities in Ukraine, which reduced electricity costs by 25-30%. Wind power plants have also become an important element of the energy strategy, with the community of Novopetrivka village in Kherson region launching the construction of a 50 MW wind farm.

Attracting international funding
Communities are actively attracting funding to implement energy efficiency projects. Ukrainian communities can receive funds from international organizations and donors. For example, the Energodom program, funded by the Energy Efficiency Fund of Ukraine, allows for partial reimbursement of energy efficiency costs in apartment buildings. In 2024, 200 projects were implemented through this program in different regions of Ukraine, saving more than 10 million kWh of energy.

Development of new technologies for energy efficiency
An important step in developing energy efficiency is the use of the latest technologies. In addition to insulation, communities have begun to use intelligent energy management systems that reduce costs and automatically adjust energy consumption depending on weather conditions and demand. One such project is the “Smart City” in Sumy, where lighting and heating control systems were installed based on the time of day and air temperature.
Damage restoration and energy recovery
Despite significant efforts in the field of energy efficiency, restoring energy infrastructure after the war remains an important task. On February 2, 2025, Ukraine lost a large generating capacity as a result of massive shelling. Green energy facilities, such as solar and wind power plants, were also heavily damaged, particularly in Kharkiv and Lviv regions.

Investments and expansion of energy projects
At the same time, Ukraine is attracting investments to develop its energy sector. Thus, DTEK plans to invest €450 million in the expansion of the Tiligulska wind farm, which will increase its capacity from 114 MW to 500 MW. This will be the largest private investment project in Ukraine's energy sector after 2022.
The Public Union "Ukrainian Fund of Energy Efficiency and Energy Saving" and its public initiative Ukraine's Renovation League ONOVA, actively support the implementation of energy efficiency measures in Ukrainian communities. Thanks to international partners, government programs, and the involvement of local resources, communities are able to significantly improve energy efficiency and create conditions for sustainable and comfortable development.
