JUSTIFICATION FOR THE CHERNIHIV REGION
Taking into account the war, demographic trends, migration dynamics, problematic prospects of the border with Belarus and the dangers of the neighborhood with Russia, a hub-network Regional Innovation System (RIS) with an epicentre in the form of an integrated International Industrial Park (IIP) and a supporting role of local innovation and investment hubs (in the future Local Innovation Ecosystems - LIES) in the form of Industrial Parks (IP) in Pryluky, Nizhyn, etc. should be created in Chernihiv region. , oriented to the development of technologies of 5-6 technological modes with the dominance of the course on building a regional bioeconomy of health.
The key role in the RIS is assigned to the IPI, which, within the framework of the pilot model, combines in a single institutional structure the capabilities of scientific, technological and industrial parks integrated with the residential zone, with special "rules of the game", in order to be able to play the role of a global attractor of intellect and highly qualified personnel from other countries of the TP regions of Ukraine, both on a permanent and temporary basis.
This will require the construction of an innovation campus and the creation of an innovative network university in the U4.0 format based on the distributed capabilities of 6 universities located in Chernihiv, with its own campus integrated with leading European and world university centers, so that the IPI can master the function of the Center for designing, investing, building and managing cross-border and transnational clusters and Global Value Chains (GVCs). In this case, the IPI, focused on the "export" of innovative capabilities and global industrialization of innovations based on its own intellectual property (IP), will be responsible for the formation of the external innovation-industrial economy in the form of GVCs, and local IPs - for the internal one as a network system of regional and local value chains (RLV and LLV).
Such innovative institutional architecture opens up the prospect of building "two economies" focused on innovation and industrial development based on priority attention to industrialization, not just commercialization of innovations. However, the key condition for building such a system that can overcome the deepening of depressive regional trends and the depletion of sustainable development factors is the construction of an innovation city and digital infrastructure for the globalization of the regional economy, capable of "flying" across cross-border barriers without significantly increasing transaction costs for micro, small and medium-sized innovative businesses (MSMEs).
At the same time, a demand is formed for unused or insufficiently used natural resources of Chernihiv region (in addition to oil, gas and forests, these are, first of all, peat (more than 200 million tons), phosphates, quartz, chalk, and most importantly - important for health healing mineral waters and bischofite) and the necessary prerequisites for the construction of modern critical infrastructure (primarily - water supply and sewerage and "green energy"), and most importantly, the institutional framework of the local HEALTH BIOECONOMY based on innovative public health systems based on ATCs and the formation of local markets for health-preserving services and goods.
